Dear Ms. Bigelow:

It is my sincerest pleasure to inform you of your selection as the December 2004 recipient of Costa Mesa's Mayor's Award! The Mayor's Award Program was designed to recognize individuals in the community who have displayed exemplary qualities of self-giving or have sacrificed personal safety for the protection of the common good.

As you well know, Officer Jinna Johnson was in the process of issuing a citation when the subject became physically violent. Police Chief John Hensley brought to my attention that you moved to assist Officer Johnson when witnessing the subject strike her. Actions such as these, Ms. Bigelow, are indicative of the essence of the Mayor's Award Program. Placing yourself in harms way is indeed commendable; it was an action, which prevented a dangerous situation from becoming much worse.

Thank you for your courage in the face of intimidating circumstances. Taking the initiative to help an Officer subdue an unruly subject is truly an extraordinary deed. Had you not taken control of the situation, fate could have delivered a more devastating hand.

As you have already confirmed with my office, I will publicly honor you at the City Council meeting of Monday, December 6, 2004. The meeting will take place in Council Chambers at 6:30 p.m., at Costa Mesa City Hall, 77 Fair Drive. I look forward to meeting you and your family.

On behalf of the City Council and the citizens of Costa Mesa, I commend you for your outstanding act of service. You are invaluable to our community.
