Share your creativity with the City of the Arts by participating in our very first Parks & Community Services Department Photo Contest! Photographers of all ages are able to enter high resolution images focusing on Pets, Programs, or Parks. Submission Requirements:

  • Digital formats accepted are .JPG or .PNG, no hard copies of photos will be accepted.
  • Image size minimum is 5"x7".
  • Photos should be high quality, preferably 300 dpi or higher.
  • Photos must be submitted between August 30, 2018 -  September 21, 2018
    • File names must be as follows: category, first and last name of contestant, short title of photograph.
      • Category_First_Last_Short_Title
    • In the message area, enter:
      • Contestant first and last name
      • Contestant phone number
      • Contestant email address
      • Entry photo captions that state specifically what each photo is of
    • Please attach a copy of a fully signed Submission Agreement along with any Photo Releases.
  •  Contestants of all ages are able to submit photos except for individuals affiliated with the City of Costa Mesa, including employees, City Council members, board members, commissions, and their immediate families (children, siblings and spouses). A parent or guardian will need to sign their child's Photo Contest Entry Agreement.

Contest Rules:


1. Photographs must have been taken within Costa Mesa city limits.

2. Only one photo per contest area can be entered.

3. Photograph title submitted in email is final.

4. Photographs must not have been previously published. Photographs originally posted on Instagram may be submitted.

5. Photos must be high-quality, well-lit photos.

6. A Photo Contest Entry Agreement and all Photo Contest Photo Releases (if needed) should be completed fully and submitted with the contest entry email. A Photo Contest Photo Release is required if there are identifiable people in the photo.

7. Photographer must have personally created all photographs submitted.


    1. Photo should be of your own pet at a location in Costa Mesa, the Bark Park, or of Bark Park events


1. Photo can be of any Parks & Community Services Program such as contract classes, youth programs, adult programs, organized sports, events (Movies in the Park, Concerts in the Park, ArtVenture, etc.)

  • Person taking and submitting a photo of a contract class or program must be attending the contract class or program they are taking photos of.
  • Or, they must be an adult whose child is attending the contract class or program they are taking photos of, and who is linked as a family member of the child in ActiveNet.

2. Photo can be of any effort put forth by a Parks & Community Services Program (utility box art, historical landmarks)


1. Photos should be of Costa Mesa parks, green spaces, gardens, or fields.

Grounds for Immediate Disqualification:

1. The photo contains material that is copyrighted, protected by trade secret or otherwise subject to third-party proprietary rights, including privacy and publicity rights.

2. The photo contains material that is unlawful, obscene, defamatory, libelous, threatening, pornographic, harassing, hateful, racially or ethnically offensive, give rise to civil liability, violate the law, or is otherwise inappropriate. Advocates, promotes or represents the sale or use of tobacco, alcohol, controlled substances, firearms, or weapons.

3. The photo contains messages in support of, or opposition to, any political candidate or ballot measure.

4. The photo contains religious messages or advocates or promotes religious beliefs.

5. Disrupting the contract class or program in session, including violation of the “Civility Conduct Policy” and /or creating a hazardous environment for the class to take place.

6. Photographer is taking photos of a class that they are not participating in. This includes refunding or transferring out of the contract class or program at a later time than the photo was taken.

7. Photo(s) is/are taken outside of Costa Mesa city limits.


Judging will be conducted by the Costa Mesa Parks & Community Services Department.  A grand prize winner and winner for each contest category will be announced in an upcoming edition of the Recreation Guide.

Contestant Awards:

1. The contestant’s photo will be used for a following season’s Recreation Guide. The contest winners and their photos will also be recognized on various Parks & Community Services online platforms.

2. The contest winners and top contestants will be displayed at the 2018 ArtVenture event.
