The Investigative Services Bureau, within the Support Services Division, handles all criminal investigative functions within the Police Department. This Bureau, under the command of a Police Lieutenant, is comprised of several elements with investigators assigned to units consisting of the Detective Investigations Unit, Special Investigations Unit, and the Crime Scene Unit.

Detective Investigation Unit
Detectives assigned to this unit are divided into the Crimes Against Persons Detail and Property Economic Crimes Detail. Each of these details is supervised by a Detective Sergeant. Also located within the Detective Investigations Unit are the Crime Analysis and Court Liaison functions.

Lt. Scott has worked various assignments at Costa Mesa, including Patrol, Field Training, Investigations and the Traffic Safety Bureau. He has served as a Hostage Negotiator; and as the Department's Grants and Budget Administrator, Press Information Officer and Mutual Agency Emergency Coordinator.

Lt. Scott is a UC Irvine graduate, where he obtained Bachelors of Arts degree both in Economics and Criminal Justice. He has completed Sherman Block's Supervisory Leadership Institute program, and he has obtained a Master's degree in Business Administration from California State University Long Beach.
