The Government Affairs Division is responsible for implementing the City Council's adopted Legislative Platform and identifying legislation for adopted positions consistent with the platform principles.
Legislation is reviewed by Department Directors and presented to the City Council for official positions. In addition, the Mayor is authorized by City Council Policy 000-8 to "execute position letters on behalf of the City Council when the position is in concurrence with the legislative platform and/or that of the City's legislative partners."
Those partners include:
- National League of Cities
- League of California Cities
- Association of California Cities- Orange County
- Orange County Council of Governments
Legislative Platform
On Sept. 16, 2025, the City Council adopted the Legislative Platform based on the City Council Goals to:
| Strengthen the public’s safety and improve the quality of life. | Achieve long-term fiscal sustainability. |
Diversify, stabilize and increase housing to reflect community needs. |
| Maintain and enhance the City’s facilities, equipment, and technology. | Advance environmental sustainability and climate resiliency. |
