The City's Housing and Community Development Division (HCD) of the Community Development Department is responsible for the planning and administration of Council approved programs and projects included in the City’s 5-year Consolidated Plan and Annual Action Plans.

The 5-year Consolidated Plan and Annual Action Plans identify and prioritize housing and community needs and establish goals and objectives to address those needs. The plan also functions as the City's application to the United States Department of Housing and Urban Development (HUD) to receive its annual allocation of Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds. Additional funds administered by the HCD division include CalHome State funds and Home Investment Partnerships-American Rescue Plan (HOME-ARP) federal funds.

Public Comment Open for CAPER
The draft Consolidated Annual Performance and Evaluation Report (CAPER) for fiscal year 2025–26 is available for public comment from August 31 through September 15. The CAPER outlines how the City used federal grant funds, including Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds. These resources support projects such as affordable housing, social services, and public facilities that benefit low- and moderate‑income residents. Click the link below to view the draft CAPER.
