In 2022, the City of Costa Mesa began working with the State Department of General Services (DGS) and the State Department of Developmental Services (DDS) to create a Specific Plan for the Fairview Developmental Center (FDC) site. State laws require the City to prepare a plan that is designed in a way that allows the site to be redeveloped in a financially workable and realistic way that supports a mixed-use community with homes for people at different income levels. The City also wants to create a new neighborhood that meets its housing goals. According to the City’s Housing Element, the site would include 920 affordable homes for low and very-low income households (includes 200 permanent supportive housing units as outlined in Senate Bill 188), plus 690 homes for moderate income households. To meet these goals, the City has drafted a Specific Plan that could allow between 2,300 and 4,000 homes along with 35,000 square feet of commercial space. The FDC site is State owned property and DGS is currently accepting proposals as a part of their disposition process for the site.
