The City's Housing and Community Development Division (HCD) of the Economic and Development Services Department is responsible for the planning and administration of Council approved programs and projects included in the City’s 5-year Consolidated Plan and Annual Action Plans.

The 5-year Consolidated Plan and Annual Action Plans identify and prioritize housing and community needs and establish goals and objectives to address those needs. The plan also functions as the City's application to the United States Department of Housing and Urban Development (HUD) to receive its annual allocation of Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds. Additional funds administered by the HCD division include CalHome State funds and Home Investment Partnerships-American Rescue Plan (HOME-ARP) federal funds.

 FY2026-2027 Draft Annual Action Plan

 The draft Annual Action Plan for fiscal year (FY) 2026-2027 is available for public comment from April 3 to May 5. The Plan outlines how the City proposes to spend its Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) Program funds. CDBG and HOME funds support projects like affordable housing, social services, and public facilities that support low- and moderate- income individuals. 

HUD announced final allocations for CDBG and HOME grants on Friday, April 3. The Draft Annual Action Plan has been updated and reposted to include actual allocation amounts.
