Katie Dolgov

Katie Dolgov, Director of Exhibitions and Collections at Oceanside Museum of Art, has worked with the museum since 2013.

Katie’s goal is to positively impact people’s lives and the community through art and creativity. As a contemporary arts and museum professional, she is thrilled to bring creative art-based experiences into the lives of over 26,000 museum visitors annually, as well as virtual art experiences to countless more. With over a decade of experience in the arts and culture sector, she has directed the production of over 250 exhibitions, overseen project management for numerous major cultural events such as Oceanside's biennial Plein Air Festival, art auctions, juried exhibitions, and arts-oriented professional development programs. She believes that successful programs are always the result of effective communication and strong partnerships, both with individuals and community organizations.

After earning a BA in Studio Arts and Graphic Design from UCI in 2008, Katie went on to achieve an MA in Collections Preservation and Museum Studies in 2011 from the University of Lincoln, UK. Living four years abroad allowed her to gain valuable experience at UK museums and other non-profits, and she now enjoys being part of a thriving and expanding community with her family in North County San Diego. 

Kate Ryan

Born in London, England, Kate Ryan is a painter based in Costa Mesa, California. Her color-driven abstract works draw on the natural world, music, writing, and meditation, weaving together a personal visual language of marks and shapes. Hovering between abstraction and figuration, her paintings explore themes of place, transcendence, ambiguity, vulnerability, and growth, often reflecting her lived experiences.

Kate studied at The University of the Arts London and has exhibited nationally, with works held in private collections around the world. She has a background in gallery management, arts programming and education, and is also an active arts advocate within her local community.

Samantha Starkman

Samantha Starkman is an Arts Administrator based in Fullerton, California. She holds a Bachelor of Arts in Art History from California State University, Fullerton. Samantha began her career as a curatorial intern at The Muckenthaler Cultural Center, where she has since continued to support key museum operations. Most recently, she served as guest curator for an exhibition at the Fullerton Museum Center, presented in celebration of The Muckenthaler Cultural Center's centennial anniversary.

A ballot box for paper votes will be available inside the Norma Hertzog Community Center beginning on September 13 from 11 a.m. to 3 p.m. and closing on September 19, 2025. The People’s Choice Award will be announced at the Awards Ceremony. See details below.
