Lieutenant James Brown overseas Area 1 Command. He has been in law enforcement for over 26 years and has served the City of Costa Mesa since 2005. He has worked a variety of details that include the Gang Unit, Special Investigations Unit, and the Field Training Program. Lt. Brown has also been a member of the departments Crisis Negotiations Team, and the Arrest Control Tactics team. He holds a bachelor’s degree in criminal justice. Lt. Brown assumed Area 1 Command in July of 2026. Lt. Brown also manages the department’s Community Policing Unit, Park Rangers, and Peer Support.
