The Investigative Services Bureau, within the Support Services Division, handles all criminal investigative functions within the Police Department. This Bureau, under the command of a Police Lieutenant, is comprised of several elements with investigators assigned to units consisting of the Detective Investigations Unit, Special Investigations Unit, and the Crime Scene Unit.

Detective Investigation Unit

Detectives assigned to this unit are divided into the Crimes Against Persons Detail and Property Economic Crimes Detail. Each of these details is supervised by a Detective Sergeant. Also located within the Detective Investigations Unit are the Crime Analysis and Court Liaison functions.

Special Investigators Unit (S.I.U.)

Gang Unit

The Gang Unit is staffed by four Gang Officer and three School Resource Officers under the supervision of a Sergeant. This unit handles crimes and investigations that effect schools and/or involve gangs.

Lieutenant Michelle Bradbury oversees Investigative Services Division, which includes Crime Scene Investigations, the Gang Unit, Special Enforcement Bureau, and the Investigative Services Bureau. She has served the Costa Mesa Police Department for 23 years. She has worked various details, including School Resource Officer, Detectives, Field Training Officer, and Sergeant in charge of the Training and Recruitment Bureau. She has a bachelor’s degree from California State University Dominguez Hills. She became the Lieutenant of Investigative Services Division in 2025.
