PHASE ONE – Park Improvements

Phase I

The City of Costa Mesa is expanding Shalimar Park and installing new amenities.

Community outreach was extensive for the redesign of Shalimar Park. A series of public input meetings in 2023-24 culminated with a workshop at Shalimar Park in May 2024. Community Works Design Group shared conceptual drawings and asked residents to choose their favorite potential park themes and amenities. Over 120 residents and their children enjoyed music, food and the City’s Mobile Rec games while providing input on various conceptual boards which were used to further develop a cohesive vision of the expanded park and its amenities. On Aug. 6, 2024, the Costa Mesa City Council approved Conceptual Design Plan B, park theme, and park components for the proposed improvements at Shalimar Park.

Construction activities are scheduled to begin in Spring 2026 and expected to be completed by Fall 2026. The scope of work includes removal of existing site features at Shalimar Park and installation of new amenities.

These exciting new amenities will include:

  • New playground equipment
  • Swings, a multi-use court
  • LED park lighting
  • Safety features
  • New landscaping and irrigation
  • Expanded park area. 

During the project demolition and construction, community members can expect a higher level of noise and dust associated with the operation of heavy machinery and removal of construction debris. The City’s contractor, Micon Construction, will minimize these impacts as best as possible.  Construction hours will be weekdays, Monday through Friday from 8:00 a.m. through 3:30 p.m., excluding holidays.

PHASE TWO – 778 Shalimar Drive Acquisition and Development

Phase II

On Nov. 19, 2024, the Costa Mesa City Council approved the acquisition of real property located at 778 Shalimar Drive (adjacent to Shalimar Park).

Demolition activities of the building located at 778 Shalimar Drive (adjacent to Shalimar Park) are scheduled to begin in February of 2026 and depending on weather conditions, anticipated to be completed in early March. The scope of work includes demolition of the apartment building and removal of asphalt hardscape. To reduce the impacts to the surrounding community, once demolition is complete the property will be used for staging construction equipment and contractor parking during the planned improvements at Shalimar Park.

Phase Two Planning of 778 Shalimar Drive
The community will have an opportunity to share thoughts and ideas regarding the future use of the vacant parcel next to Shalimar Park. Outreach and engagement activities conducted by the City of Costa Mesa for this project will be forthcoming.
 
While construction may bring temporary inconvenience, the result will be a safer, more vibrant, and welcoming space for youth and residents to gather, play, and connect. We appreciate your understanding as we work to enhance Shalimar Park and plan thoughtfully for the future of 778 Shalimar Drive.
