EFFECTIVE 11/5/25, DUMPSTER STORAGE PERMITS MUST BE APPLIED FOR VIA TESSA. After logging into TESSA, click apply, then search 'Dumpster Permit'. Please allow two business days for your application materials to be reviewed.
All temporary waste bins or roll-off bins are administered by the City of Costa Mesa. A $41.32 permit is required prior to placing a temporary waste bin in the street or public ROW and provides a two-week (14 calendar day) permitted time frame to store the bin. All dumpsters placed in the public right of way must be owned and delivered/picked-up by a permitted and city approved franchise waste hauler.
Following the issuance and expiration of any dumpster storage permit, contractors and/or homeowners must work with an approved waste hauler to move any waste collection containers onto private property without interfering with any portion of the public ROW.
Illegal Placement of Solid Waste Collection Containers on Public Property § 8-83
It is unlawful for any person, contractor or solid waste enterprise to place solid waste collection containers on public property without the appropriate city permit or agreement. For the first violation of this subsection, the city may impound container(s) of non-permitted persons, contractors or solid waste enterprises 48 hours after such container(s) are observed by the city or the city's agent. For the second violation of this subsection, the city may impound containers of non-permitted persons, contractors or solid waste enterprises previously noticed or impounded 24 hours after such container(s) are observed by the city or the city's agent. Any subsequent violations may be subject to immediate confiscation.
