Introduction

The City of Costa Mesa officially adopted its Local Hazard Mitigation Plan (LHMP) in 2022. This forward-thinkingLocal Hazard Mitigation Plan strategy is designed to make our community safer for residents, businesses, and visitors by reducing risk before disasters strike.

Why the LHMP Matters

The LHMP identifies both natural and human-caused hazards, including earthquakes, floods, wildfires, and more, and it outlines actions to minimize their impact. By implementing this plan, Costa Mesa is better equipped to protect lives, reduce property damage, and recover more effectively from emergencies.

Benefits to Residents

- Protects Lives and Property: Reduces the risk of damage and injury during disasters.
- Saves Money: Every $1 invested in mitigation can save $4 in disaster recovery.
- Grants and Funding: Makes the City eligible for FEMA and state hazard mitigation funds.
- Enhanced Emergency Coordination: Guides police, fire, and emergency personnel for quicker, more effective responses.

What’s Included in the Plan

- Hazard Profiles: Overview of disaster risks facing the community.
- Vulnerability Assessment: Evaluates impacts on key infrastructure and populations.
- Mitigation Strategies: Action items to be implemented over five years.
- Plan Maintenance: Procedures for regular updates and continued funding eligibility.
- Climate Considerations: Assesses future risks related to climate change.
