If you prefer to submit a paper application, please download the application and mail to P.O. Box 1200 Costa Mesa CA 92628-1200 or drop off at a clearly marked drop box at City Hall located at 77 Fair Drive. Staff will process applications and renewals on a first come, first served basis. Typically, the process takes about ten (10) business days. However, processing times may vary depending on developments that may arise beyond the control of the City. Please be sure to provide your contact email and phone number so staff may reach out to keep you updated.

HdL Review Letters
The City of Costa Mesa has contracted with HdL Companies to conduct a review of the businesses that are operating in the City. To operate any business within the City of Costa Mesa, you must first obtain a business license. The purpose of the review is to make certain that all businesses operating in the City have a current business license as required by the City’s Municipal Code. If you received a letter with an application from HdL Companies, we ask that you extend your cooperation to their staff during the review process.
