Non-retail cannabis uses are conditionally allowed in the Green Zone (an industrial area north of the I-405 freeway zoned for Measure X uses).
Retail cannabis non-storefront (delivery) uses are conditionally allowed in all commercial zones and the Green Zone. At this time, the City is not accepting applications for new cannabis storefronts.
The City will not accept applications for cannabis businesses on properties where the City has evidence that illegal or unpermitted cannabis activity has taken place in the past 365 days. Cannabis activity may involve sales, delivery and/or dispensing. No applications will be accepted until certain provisions have been met. This prohibition applies to the entire property, even if illegal or unpermitted cannabis sales only occurred in one suite or area.

Note: City staff are not able to confirm any property’s eligibility without the formal submittal of a pre-application or CBP application due to the level of review required to determine a property’s eligibility based on the Ordinances.
